4-H Volunteer Committees

CCE is fortunate to have so many devoted and hardworking volunteers to help bring quality programming to Niagara County.  In an ongoing effort to expand volunteer involvement and improve communication, the CCE Board of Directors has approved a list of guidelines for volunteer committees, effective January 1, 2012. A list of current committees to which these guidelines apply, please click here. To assist in this process, all committees are asked to notify the respective staff liaison when the first meeting of 2012 is scheduled. 

Additionally, if you are interested in serving on one of these committees (or know someone who is), please contact the assigned staff liaison. Thank you for your cooperation.       

2012 VOLUNTEER COMMITTEE GUIDELINES

Effective January 1, 2012, the following guidelines are in effect:

1.      All committees are “open”- i.e., anyone can serve on a committee.

2.      Each committee must have a chair (to schedule and facilitate meetings) and a secretary (to take minutes).

3.      A chair and a secretary must be elected on an annual basis by committee members at the first meeting held each year.

4.      The chair may serve a maximum of 2 one-year terms. If the position is posted and no acceptable candidates are identified, on a one-time basis, the current chair person may continue serving another one-year term if s/he is willing to do so.

5.      A staff liaison is assigned to each committee (staff may not serve as chair and have no voting privileges).

6.      In order to carry out the business of the committee, there must be a quorum of members present at the meeting. A quorum will be a majority of committee members assigned to that committee.

7.      The secretary of each committee must submit meeting minutes to the CCE office before the fourth Monday (regularly scheduled Board meeting dates) of any month a meeting is held.   

8.      Each committee must meet at least quarterly (unless it is a short-term ad hoc committee).

9.      Each committee must establish meeting dates for the year at the first meeting held and submit a list of these dates to the CCE office for publication. If meeting dates must be changed at any point in the future, the chair person or the secretary must notify the CCE office of the rescheduled date(s) as far in advance as possible.  The new dates(s) will also be published.

10. CCE will provide each committee with a “charge” (i.e., purpose and expectations for the committee).

11. Each committee must prepare and submit an annual work plan for board approval, including proposed goals, initiatives, projects, etc., consistent with its charge.

12. Failure to adhere to these guidelines, may result in removal of a committee member(s), dissolution of a committee or other corrective measures deemed appropriate by CCE.
